The policy manual is reviewed and modified on an as-needed basis, with most of the current changes, resulting from KEYS Staff feedback, dealing with clarifications and updates. The policy manual was last revised in 2003.

Changes to the manual include:

- Clarifying that ďall temporary service will be installed away from building that is under construction or renovations.Ē

- Adding that ďany credit card payment which is charged back to KEYS will be subject to a return items fee. The electrical service shall be subject to immediate discontinuance.Ē

The Board also approved updating the qualification requirements for the Senior Citizenís and Disabled American Veteranís Discount each year in January by following guidelines published by the Social Security Administration and the United States Department of Veteranís Affairs. Previously, income requirements for both Senior Citizenís and Disabled American Veteranís were determined solely by guidelines published by the Social Security Administration.
