UTILITY BOARD APPROVES COMPUTER CONVERSION, UPGRADE

02/26/2004 ~ The Utility Board approved an upgrade and conversion of Keys Energy Services (KEYS) computers in an effort to continually improve the customer service experience of its customers.

The Board awarded the Customer Information and Financial Information Systems contract to Harris Computer Systems, Inc. in the amount of $472,220.

The new computer service, scheduled to be in operation by the Spring of 2005, will offer customers the opportunity to pay electric bills online.

KEYS received 18 proposals responding to the computer conversion bid. KEYS’ Conversion Development Team (CD Team), consisting of management and bargaining unit (union) employees, conducted a thorough evaluation of the proposals including web demonstrations, on-site demonstrations, and visits to two utilities that use the software that the team ranked as the top two solutions.

Gayle Swofford, Utility Board member who served on the CD Team, told fellow Board members that he was impressed with the evaluation process and felt confident that KEYS has selected the best software solution to meet the utility’s current and future needs.

The contract also includes a five-year maintenance agreement for software at a not-to-exceed amount of $502,489. The maintenance agreement will include support and upgrades and will be provided for in the proposed Operations & Maintenance budgets for Fiscal Years 2005 – 2009 as part of the Five Year Financial Plan.

In other business, the Board:

- Approved the payment to the City of Key West in the amount of $325,998 for the Fiscal Year ended 09/30/03.

- Heard a presentation from Ed Swift asking the Utility Board to consider allowing the Key West Diesel Plant on Angela Street to be used as part of the proposed Assisted Care and Community Center.

The regular meeting of the Utility Board took place at 5:00 p.m., February 25th, in the Louis Carbonell Board Room of the William Arnold Service Building, 1001 James Street, Key West.
